IaaS private cloud - multiple cloud users of the same role do not share their resources?

Is it possible to setup private IaaS cloud so multiple self-service users, each having its private EMCC credentials, share the same set of resources and virtual servers?
In my test environment when I add multiple users to the same role and this role is configured as cloud role - then they seem to not share anything despite of same resource thresholds. But no resources seem to be shared between them, eg. users do not see each other virtual servers. I see following note in the documentation which I don't understand:
