Oracle Database Client 11.2.0.4 for Windows Server 2012 R2

I am unable to install Oracle Database Client 11.2.0.3 on Windows 2012 R2.  It gets the error INS-13001 Environment does not meet minimum requirements.

I see on this Oracle post that Oracle 11.2.0.4 is supported on Windows 2012 R2 x64.

I have been using these downloads win32_11gR2_client_11.2.0.3.zip and win64_11gR2_client_11.2.0.3.zip for installations before Windows 2012 R2.

Where are the the downloads for Oracle 11.2.0.4 Client for 32 and 64 bit windows?

I cannot go to v12 because of old databases.
