Future dated orders in OSM 7.2.X.X.X

To all OSM Experts,

I need to know how does OSM 7.2.X.X start future dated orders when the expected_start_date become current. I am coming from OSM 6.3 background where we had a delay task waiting on RequestedDeliveryDateTime to become current. This is evaluated by the rule engine running in the Database. Is there a similar mechanism being followed in newer version of OSM?
