Grants 9.2: Proposal Build Period button not creating 4 Quarterly periods for a Calendar year

On the Proposal main page we entered Start date
as 01/01/2015 and End date as 12/31/2015 No of Periods = 4 Click on Build Periods button.
The expected result on clicking the Build Periods button should be 4 quarterly periods as below
01/01/2015 to 03/31/2015
04/01/2015 to 06/30/2015
07/01/2015 to 09/30/2015
10/01/2015 to 21/31/2015
The system behavior remains the same if you try to create monthly/half yearly periods as well.
Please refer to attached screen shot below and see that all the 4 periods that were built are not as per expected results.
Is this a delivered bug or this issue is already addressed in 9.2 Grants? Please help resolve this issue.
