I would like to know how Partial Refresh and Push Notifications can be used to optimize Open UI perf

Can someone help me understand the Partial Refresh and Push Notifications settings of Siebel Open UI object managers...is Push Notifications a substitute for Message Broadcast feature...I heard Message Broadcast is hard-coded in Siebel Open UI - is that true
