Generate PO from Min-Max

We are on R12 and are using min-max report to generate requisitions. Now we want to create this requisition into a standard PO. I have done the following steps but the requisition does not create a PO.

1. Created a global BPA with items on the line level and approved it.

2. Created a Sourcing rule

3. Assigned the sourcing rule mapping the item to the suppier

4. Created an approved supplier list and created the attributes as follows:

               - Release Method: Automatic Release

               - Selected the BPA number and the line number

5. The Auto create in PO Document workflow is set to 'Yes'
