R12.1.3 : Patch 19030202 fails on csm5stpi.sql with ORA-04021

hello,

When attempting to  install Patch nr 19030202 (Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 2 (RPC2) ),
the following error occurs.


           FAILED: file csm5stpi.sql on worker  1.

The worker logfile tells :

sqlplus -s APPS/***** @/TUETT14A/apps/apps_st/appl/csm/12.0.0/patch/115/sql/csm5stpi.sql &un_apps &pw_apps
Connected.

ORA-04021: timeout occurred while waiting to lock object
ORA-06512: at line 193

I just tried it again, after execuring:
alter system set events '4021 TRACE NAME ERRORSTACK LEVEL 3';

I'll upload the tracefile in a moment, it says:
