How does Oracle TCA map to a Siebel Customer ?

Specifically site in Oracle. We have multiple Operating Units (Organizations) in Oracle EBS. For a customer there are multiple sites linked to a Operating Unit. We have no such sort of object in Siebel to house the ship to and bill to site per Organization for an Account. So for example we have a the following issue as shown in the document attached.
