How to create a notification when an EDI 990 fails

If the shipment is not in the correct status of "SECURE RESOURCES_TENDERED" an incoming 990 Tender Response fails (appropriately).  We need to be notified when this occurs.  We'd also like to notify the service provider when this occurs.  How would we accomplish this?
