Unable to make the charge sharing member to participate in the charge sharing group using PCM_OP_SUB

Hi,
I am unable to make the charge sharing member to participate in the charge sharing group using PCM_OP_SUBSCRIPTION_ORDERED_BALGRP opcode.

Steps Followed:
1) I successfully created a charge sharing group for an account with two of its services as charge sharing members using PCM_OP_SUBSCRIPTION_SHARING_GROUP_CREATE opcode.
2) I succesfully made the charge sharing members to participate in the charge sharing group using PCM_OP_SUBSCRIPTION_ORDERED_BALGRP opcode.
3) I successfully deleted the two members from the existing charge sharing group using PCM_OP_SUBSCRIPTION_SHARING_GROUP_MODIFY opcode.
4) I successfully readded the same members again to the existing charge sharing group using PCM_OP_SUBSCRIPTION_SHARING_GROUP_MODIFY opcode.
