OTL workflow

Hi,

Currently our timecard is going to project manager for approval based on our set up in OTL. But in case of cross charge transaction (US employee entering time in CA project), timecard is flowing to employee HR manager instead of the Project Manager. Can we have this corrected through set up in OTL (if so how) or do we need to customize the workflow.
