Can submit accounting be run at lower level than ledger?

We have one ledger, one operating unit, and 3 legal entities with 3 balancing segments set up for our Asia operation. (EBS 12.1.3) We would like to be able to run submit accounting and create accounting in both AR and AP at legal entity level vs. ledger level.  Has anyone done anything like that and/or came across any documentation?
