BOM Subsititue Oper Seq# Blank

Hi all

I trust that you are well...

I have discovered that there are a number of substitute items setup in F3002 - Bill of Material Master File where the Oper Seq# is blank, despite the substitute item being linked to a valid item on a valid Oper Seq# (OPSQ).  Does anyone know of a bug or issue related to this?  I cannot understand why this would be the case as the Oper Seq# is automatically populated when creating a substitue item in JDE...

I appreciate any help...
