INV_RESERVATION_PUB.Create_Reservation API placed negative quantity for available to reserve

Dear All

I am using the mentioned API to reserve quantities for sales orders. 4 users entered sales order with same organization, inventory item, locator, sub-inventory and lot number. But API reserved quantities for all sales orders and placed negative balance for available to reserve. How it is possible? Why API did not restrict quantities to be reserved if there is no quantity for respective organization, inventory item, locator, sub-inventory and lot number? Is this is a bug?
