Can we create Custom Transaction Manager for processing Highly Critical Jobs

Customer has some Highly Critical jobs that should be executed as soon as they are submitted.

They have created Dedicated Concurrent Mangers for these jobs. but with concurrent Mangers there is delay of 15- 30 seconds based on the sleep time.

They are planning to create Transaction Managers for these jobs.

Is there any possibility to achieve the same and if yes, Please provide some steps of any reference document ?

Any inputs would be truly appreciated.
