Receiving and Oracle Quality

When using profile Oracle: Purchasing users can change an iinitial disposition from Accept to reject or vica cversa. When using profile Oracle Quality this functionality is no longer possible, users cannot change from accept to reject or vica versa. Is this intended functionality or a function of the quality plan?. We are using 11.5.10 2
