Not able to baseline the budget?

Currently we utilize Projects as a cost accumulator basically. There is interest in using the budgeting features. Using v12.1.3. I can open the Budgets form, enter budget lines, but when I click the baseline button the status just goes back to working, not baselined. Any ideas where to start looking?
