R12 OPM Mandatory Modules even for a very simple production process

Hello :

I have one customer who wants to implement Oracle OPM, they are restaurants like a TGI Friday, hence they wants to setup their recipes and cost of each meal/dish.

I just wondering if the following modules of OPM are manadatory even for a very simple production process:

a) OPM Inventory
b) OPM Product Development
c) OPM Process Execution
d) OPM System Administration

e) OPM Cost Management
