BI Publisher as a total operational reporting solution

We are leaning towards consolidating our 4 disperse ERP 8.0 installations (on AS400)

Our chosen BI tool is and will be IBM Cognos. IBM Cognos can also serve as a perfect solution for operational reporting, given the fact that it provides a relational modelling tool where we can develop models that reflect JDE DB.

The question is if we can consider BI publisher enterprise as an alternative to that.
