R12 EBT: How to control Remove-button in Tax Rate Code setup in EBTax

Support team members by mistake deleted one migrated tax rate code by remove-button which we want to prevent, and that's why we want to know how can we put restriction that remove-button cannot be seen or used. It is not different function that we could exclude from responsiblity. Kindly help on this. thank you very much in advance.
