Can not create miscellaneous issued item in Installed Base

Hi,

Unable to create an item in installed base due to Passed Serial Number violates uniqueness with in Inventory items.  The serial number has already been miscellaneous issued . we are not created any sales order against this serial number. Can anybody knows how to create miscellaneous issued item in Installed Base. Please advice.
