When to re-org a table?

Not sure if this is the correct forum to ask this question. But we are maintaining an oracle database that supports oracle E-Business Suite application. Our EBS version is 12.1.3 and the database version is 11.2.0.3

I know the database administration part for EBS application is some what different from with the db admin would otherwise run under other application. I just want to know when will we be able to decide that a table should be falling under the category that needs to be considered for re-org? What query can we find the info about the tables or indexes and the values need to be looked at? Gurus, please advise. Thank you very much.
