Employee Lov's are not appearing during creation of Project types

Hi,

I would like to create new CONTRACT project type. During creation of project type EMPLOYEE need to be attach for contract Project type but employees are not appearing in EMPLOYEE filed.

Path : Project Implementation Super User -> Setup -> Project Types -> Contract Project -> Billing Information

I hope some setup seems missed. I would like to know where i have to define this setup.
