Intercompany SI- SKOK Tax

Hi, I've been trying to generate a SI, SK-OK order with Tax, but only the SI orders are successful with the tax population, but for the SK side, the header gets populated with the Tax Area/Code but I can't seem to get the detail to be populated with the tax code. only the tax explanation code gets populated while the Tax area remain as a blank value. Is this a bug or it is working as designed? Thanks
