MRP, stop G messages for PO's that have been partially received or within X days of due date

Has anyone found a way other than "freezing" PO's to have the system not generate "increase order quantity" messages for orders that have already been partially received?  I'm looking for a setting or a method for having the system recognize that we have received any portion of an order or if we are within 7 days of receipt, there is no ability to increase the order.  Since most of our raw materials would be handled this way, freezing the orders individually is not feasible.  Ideally, I'd like to use some kind of a "planning fence" that would disallow those suggestions.
