Is there a audit log for capturing set up changes in ARM?

Hello, We had a situation where in some of the configuration settings were changed.. not sure by whom. I would like to investigate who changed the system settings and why. So looking for any logs which could have the userid stamped for the changes done. Is there any log or any place to look for this information?
