excel error when trying to open web adi

HI

we have an user that when she is trying to download a journal template through web adi funcionality she gets the error in excel saying:

"Macros are disabled because the security level is set to high and a digitally signed trusted certificate is not attached to the macros...."

I have tried everything in her excel settings and she is still not able to open web adi.

the excel version that she has is 2013, but when she tries to open web adi an older version is attempting to open and it appears blank.

Can you advise what the issue is?
