Oracle Configurator User Interface

We recently completed a technical upgrade from 11i to R12.1.3.

Some of our users are encountering intermittent issues with the Configurator UI not opening.

They receive a message "Configurator Procecessing.  Please wait", but the new IE tab does not open.

Any suggestion or information would be appreciated and thanks.
