EBS 12.1.3 integrated with OAM 11g: Users get IE "cannot display the webpage" when they login if log

Hi,

We implemented 11g Access Manager 11.1.2.2.3 (with bundle patch 19157573) and integrated it with EBS 12.1.3 using the master note # 1484024.1 in Production. This is a migration from 10g SSO to 11g OAM.

It has EBS accessgate 1.2.3 and 11g Webgate 11.1.2.2.0, OHS 11.1.1.7.0.

This issue is happening in both Production and Non-Production EBS instances. We have configured multiple EBS instances in our DEV and QA OAM environments. For example, for DEV OAM, we have two nodes architecture. On each node, I have installed OAM, Webgate, Accessgate and OHS. These two nodes form a WLS cluster for OAM and Accessgate. For OHS, these two nodes are load balanced. These two nodes cater to about 6 Dev/Test EBS instances. So, the issue occurs if a user logs into instance-B after logging into instance-A. She gets "cannot display the webpage". She will be able to login
