Why do I get EM-04046 when I attempt to deploy the Oracle Golden Gate Plugin to my OMS?

I am attempting to deploy the Oracle GoldenGate Plugin. It fails saying that I don't have a valid prereq (EM-04046), when the prereq was just successful on the previous screen.
