Restarting in Memory Based Planner

In a test environment we are doing some testing which causes the Memory Based Planner to fail. I thought I could go to the UI and Launch the Plan again with Snapshots'No' that it would skip and go directly to the MBP.  I'm getting an error:

/u01/app/applascp/inst/apps/SIT2B2P_hqtlnx32/logs/appl/conc/out/data4021/mbpoutput/MSLD_INVENTORY_LEVELS.dat
to file /u01/app/applascp/inst/apps/SIT2B2P_hqtlnx32/logs/appl/conc/out/data4021/mbpinput/MSLD_INVENTORY_LEVELS.dat

The DBA checked and the source file does not exist. Is there something special I need to do in order to use the snapshots to start the MBP. It will save me 1.5 hours.
