Wingdng2.ttf for checkbox changes to diamonds when loaded with xdoloader

When I load the rtf template manually, the checkboxs display fine, but when we migrate to another instance with XDOLoader, the font for windng2.ttf changes to diamonds.  The font has been registered via XML Publisher Administrator which is why it works when loaded manually.  But I think the font needs to be on the Unix server somewhere and I get conflicting information on xdo.cfg being needed or not.  We are on R12.1.3.
