Hours & Quantity???

Hi,

We have 2 shifts a day, problem arisen is that, when 2 shift started was smooth but at the end of the shift incharge came to know they consumed more labor Hours than predefined labor hours now we want to correct it in the system plz tell me where i need to make changes??????????
