How could Formula to calculate meals allowance in this case

Meal allowance is calculated as follow

If daily working hours by day (Transferred from OTL Timekeeper)< than 4 then mean allowance entry is 0

If daily working hours by day (Transferred from OTL Timekeeper)>=  4 then mean allowance entry is 1

Sum mean allowance entry by month and calculate mean allowance How to write formula to meet this requirement Pls help. Give me an instruction and simple formula example. THanks
