Sales Blanket Release for Non Stock Item

When trying to generate SO from P420111 (Blanket Order Release) for Item with Line Type N, the system refuses with error

Item Number Invalid 

A form level error has occurred.
CAUSE. . . . . The Item Number entered does not exist in the Basic Item Master
(P4101).
RESOLUTION . . Enter a valid Item number or add the Item to the Basic Item
Master (P4101).

although item is correctly defined in P4101 and appearing in P4101 inquiries and table F4101 . Is that normal behavior?
