Tolerance amounts during partial voucher match

How the tolerance rules works during partial voucher match. Does it considers only partial match amount for partial receipt or does it also considers the total amount.

In case if it works only with partial match amount against partial receipt, may be at order level(assume I have multiple partial voucher matches) the total tolerance i have allowed may be more than what i intended.

Can you please clarify on this.
