ADM set up in 8.1.1.11

Hi,

We would like to set up ADM(Application deployment manager) for non repository data migration like lov, responsibility, view etc. we installed 8.1.1.11 siebel and would like to know process of setting up ADM .

Is it mandatory to install management server for non repository movement across environments using ADM?
