Embedded Assets - Cannot Drag and Drop

G'day,

I have 2 user accounts. One has almost every role and ACL, the other is just a regular Editor. The Editor is unable to drag and drop a Page from the Site Plan Tree onto the drop zone when including an asset.

What configuration or role am I missing?

The Editor has the ACLs: Browser, ElementReader, PageReader, UserReader, Visitor, xceleditor; and the roles: Editor, SitesUser.

This is 11.1.1.8.0 patch 7.
