Issue in Configuring and Using an HTML link Via server manager

Hello All ,

I am on the application Release 9.1 and the TR 9.1.4.6 .

I am planning to have a new Instance Up and Running for PY . I was able to create the Instance via Server manager .

But when i tried to start the PY link am getting an error .

Screenshot is as pasted below .

Can some one help me as to how i can make this link operational .
