Any way of creating sales order with lot on hold without activating processing option to allow lot o

While creating sales order with item having lot on hold and sold to customer having a ship held code QM, its giving error as "Lot on Hold".The lot cannot be released because it is a highly regulated material.

Donot want to activate the processing option also to allow lot on hold.

Is there any other way to create a sales order without releasing lot on hold for the item attaching to it?
