In the eCommerce Gateway, INI 810, does each supplier site need to have the LOCATION_CODE? I'm told

In the eCommerce Gateway, INI 810, does each supplier site need to have the LOCATION_CODE?  I'm told by one of our developers no, that we need to derive the bill to location within the eCommerce gateway.  I think she's wrong.  Dont we need a trading partner for each site and the LOCATION_CODE delivered to the gateway?
