2015 Italy Taxation Changes - Stability Law (or split payment)

A new tax law has come into force in Italy, effective as of 01-JAN-2015. This is called Stability Law. The requirement is that tax on Public Administration invoices are paid directly to the government. How do we create such taxes in EBiz tax so that they are included on the invoices and sales VAT reports but they are not included in the customer's balance?
