What is emcrsp.bin?

Hi

This is 11.2.0.4 Clusterware monitored by 12.1.0.3 agents.  On a couple of clusters, 2 of the 5 cluster nodes have many, many processes named emcrsp.bin started from the grid home.  They are not current processes, and look like this:

/u01/grid/11.2.0.4/bin/emcrsp.bin em config -e node

Does anyone know what emcrsp.bin is?  I've seen at least one bug on too many agent processes spawned, but it's on cluvfy processes.  The other nodes in the cluster have one emcrsp.bin process, not hundreds.
