Cannot close/delete orphan notification

There is a Payables approval notification which is pending manager approval even though the invoice has been previously approved and paid.  When attempts are made to close (Approve/Reject) notification error message - 3101: Status row for item 'APINVAPR/669062_1', activity ID '191443' does not exist.

How can the notification be closed?
