How can I set User Variables for Users as admin?

I have defined a user variable and want to set its' preferences for each user.

Is it possible to do that as admin without knowing the Log-Ins of the Users. I think there is a possibility to force that on Database, but is there an other, better way to do that?

I really don't want the user to be confronted with an error message at the beginning of his/ her hyperion planning experience.
