Interface Move Transactions to Oracle Assets not picking up Issue to Field Locaton transactions

I am implementing Oracle Asset Tracking for my client. One requirement is to able to create an Issue to Field Location transaction. Once it is accounted for, Interface Move Transactions to Oracle Assets will not pick the transaction from Inventory and create an asset in FA. Has anyone implemented Oracle Asset Tracking and can shed some lights on this issue?
