ATP and newly created item

We use ATP based on planned data and we have decentralized installation of ASCP and EBS.

If I create a brand new item that is ATP enabled and use it on a sales order, I am not able to schedule the item. We have a scenario where users might create an item after collections are run and if they want to schedule this item, they are not able to schedule it. How to fix this issue
