EM deployment issue with MERGE Custom Framework Application 11.1.1.6.0

Hi ,

We are not able to deploy our custom framework application on webcenter portal 11.1.1..6.0

I am using EM and redeploy option with following in weblogic-application.xml

<application-param>

    <param-name>jps.policystore.migration</param-name>

    <param-value>MERGE</param-value>

  </application-param>

  <application-param>

    <param-name>jps.policystore.removal</param-name>

    <param-value>OFF</param-value>

  </application-param>

    <application-param>

        <param-name>jps.credstore.migration</param-name>

        <param-value>MERGE</param-value>

    </application-param>

Error we are getting is this
