Is it possible to create 2 BPA for same vendor via 1 Sourcing RFQ?

Is it possible to create 2 Blanket Purchase Agreements for 1 vendor via 1 Sourcing RFQ?

Business Case;

There are 2 departments submit their requisition through oracle purchasing.
- Requisitions are for same item
- Accounts are different

Both 2 requisitions will be handled using same Sourcing RFQ (Negotiation)
- There is only 1 department is responsible to handle centrally all enterprise negotiations
- By law, negotiate 2 requisition should be executed using 1 aggregated sourcing transaction.

Once, negotiation processes have been completed, the awarded vendor (Lowest Bid Price) will sign 2 agreements (one for each requesting department)
- Requesting departments have to handle signed agreement with awarded supplier individually according to internal segregation of duties and rules
