How to enable budgetary control for Move order issue

Budgetary/Encumbrance control is available in Purchasing and an expense account (department) cannot exceed its budget.

However there is no budgetary control when items are issued to departments/accounts (through Move orders or account alias issue)

Users can issue items to an account that has exceeded its budgeted limit. these items could've been purchased for other departments.

We think budgetary control is essential at the issuance stage as well or else it defeats the purpose of encumbrance control at purchasing stage.

Is it possible to enable item wise budgetary control in Move Order issuance?
